LIU Xueli, male, born in November 1965, graduated from Xinxiang MedicalUniversity, majoring in clinical medicine. He is a professor, full senior editor and Graduate Student Instructors (GSI), and has engaged mainly in bibliometrics and journal evaluation research.

LIU is currently the Deputy Director of the Academic Committee of China Editology Society of Science Periodicals (CESSP), member of the Medical Journal Committee, and Vice-Chairman of University Journal Research Association of Henan Province.He was also employed as the editorial board member of two CSSCI journals, including Acta Editologica and Chinese Journal of Scientific and Technical Periodicals, and reviewer of Journal of Informetrics, PLoS ONE, Library and Information Service, Forum on Science and Technology in China.

LIU propelled Journal of Xinxiang Medical University to be the first to use structured abstracts in China in June 1991. He conducted a systematic and comprehensive study of structured abstracts, and made unremitting efforts to promote it to all medical journals in China.

Starting from August 1997, LIU served as the Director of the Editorial Department of Recent Advances in Ophthalmology and made the journal a national core journal, which was successively abstracted into the US Chemical Abstracts and the Russian Abstracts Journal.

LIU has published more than 170 journal research papers(2231 citations in total；Search date：2020-08-10), including 12 papers published in SSCI source journals such as Learned Publishing, Serials Review, Journal of Information Science, PLoS One, Current Science. More than 100 papers have been published in CSSCI source journals such as Acta Editologica, Chinese Journal of Scientific and Technical Periodicals, Studies in Science of Science, Library and Information Service, Science-Technology & Publication, Information Science, Journal of Intelligence, and Forum on Science and Technology in China.

LIU has written three books,namely, Defects and Corrections of Impact Factors published by China Social Science Press in 2019, Medical Paper Writing published by People's Military Medical Press in 2006, and Introduction to Clinical Research Methods (3rd Edition) published by Zhengzhou University Press in 2008.

In 2015 and 2019, LIU was approved for two general projects of the National Social Science Foundation of China. The research content was journal interdisciplinary evaluation and interdisciplinary academic evaluation, and he was in charge of over 4 provincial-level scientific research projects.

With his efforts, Henan Provincial Science & Technology Journal Research Center was established in 2009 with the approval of Henan Provincial Press and Publication Bureau, which is the only specialized scientific and technical journal research institution in China.

LIU has successively won 1 Special Prize, 4 First Prizes, and 2 Second Prizes for Outstanding Achievements in Philosophy and Social Science Research of Universities in Henan Province. He was awarded as Excellent Editor of University Journals of Henan Province, Excellent Scientific & Technical Journal Editor of Henan Province, and Excellent Graduates of the Past Years of Henan Province. In 2016, Liu was awarded the Outstanding Scholar of Philosophy and Social Sciences in Henan Province.
